About Us

The mission of Ashe County Department of Social Services is to assist families and individuals by helping them maintain, and/or enhance their quality of life; to prevent abuse, neglect, and exploitation of vulnerable people in our community. The Department works closely with health care professionals, community leaders and advocacy groups, local, state, and federal entities, and many other stakeholders to make this happen.

Rylan's Law

Rylan's Law is in place to offer transparency and accountability for the work of Department of Social Services agencies across NC.


Rylan's Law was enacted in 2017 to improve oversight into the child welfare system in NC. The young life of Rylan Ott tragically ended when the toddler drowned in a pond close to his mother's home just before his 2nd birthday. Rylan had been removed from his mother's care and placed into foster care previously. A court ruled in favor of reconciliation even though the mother had a pending child abuse case.  To help prevent this tragedy from reoccurring, Rylan's Law was enacted. Rylan's Law requires additional monitoring before social workers are able to make a child custody recommendation to the courts.


State law now mandates an online dashboard be available to the public to track performance and outcome metrics of every county social services program, including child welfare, child support, adult services, and public assistance.
